    Charles Eldering is currently the chairman/CEO of Expanse Networks,previously known as Telecom Partners Ltd. Expanse Networks developsprivacy protected targeted marketing systems including video-basedad matching technology. He has a Ph.D. in electrical engineeringfrom the University of California at Davis, an M.S. in solidstate science from Syracuse University, a B.S. in physics fromCarnegie Mellon University, and is a registered U.S. PatentAgent. He has over 25 patented or patent pending inventionsand over 37 publications covering the fields of engineering,physics and law. In addition to his present position, he isSenior Fellow at the Progress & Freedom Foundation, a Washington,D.C. based nonprofit, nonpartisan idea center studying the impactof the digital revolution and its implications for public policy.
